I am a non resident landlord.
If you rent out a UK property then the deposit has to be protected & being 6 weeks rent normally it can easily be cross checked that you are declaring the correct rent.
If it were me I would let him stay as a house sitter, claim the single person council tax & keep all the utilities in my name.
I would say that I didn't expect to have stayed away for so long.
