I don't think it's the fact that he's a builder that bothers the OP, it's the noise and disturbance that comes with running a building firm next door that annoys.
I don't mind having an industrial chemist living next door but if he has deliveries of chlorine hexane and liquid nitrogen i'd be peed off.

I'd imagine it also depends on what you mean by "in the mornings". If he's chucking stuff around at a time when everyone else is sleeping, then it's a different matter to doing it at 10am.

builders should live next door to each other because they could help each other finish off various jobs on their own homes .
they are experts at starting a job and not finishing it
