BIN Sale - Do I send or not?

An interesting one this. I'm selling my last few sim cards on ebay. I've a buyer who has used the BIN function and paid. But there's a caveat in his paypants notification that if they aren't a certain type of sim not to bother sending.
He also has a couple of negatives for buying the same/similar items & claiming they haven't been received & starting a 'goods not received claim' via PP.
Q then is I've no idea of they 'type' of sims I have, although I'm intending to ask the buyer for clarification. I've listed details of numbers and quantity & there's no misleading info on my listing (I've 100% feedback btw).
It's BIN sale & my view is that questions are asked before the auction closes not after. I don't want to have to pay to relist etc
If I send, (I'm undecided) do I send via insured Royal Mail Parcel force (quoted for in listing) or Special Delivery at extra cost to me so I've trackable proof in case of a claimback?
Advice appreciated.

Try and get clarification. Personally I wouldn't send until I had. When you do send at least recorded or Spec ial Delivery depending on the value.

Don't send , if you do make sure he has a confirmed address and you send by speical delivery or recorded delivery .0

Have contacted the buyer and stated that he needs to confirm his name and address on Paypants before I'll send. I've also contacted the past seller who left negative feedback to see what the story is.
I'm right in thinking that the situation is he's purchased so there's a contract (as long as my description isn't misleading, which it isn't)?

Yes you are correct - by puchasing with BIN he has agreed to purchase your sim cards and is entering in into a legal contract - though I also think you are correct in waiting for the buyer too get back too you - this is always the worst time of year for problem buyers (due to bored school kids on holidays)

By placing a bid on an item or using the BIN option isn't a legally binding contract. eBay state:As a result, we have no control over...the ability of sellers to sell items or the ability of buyers to pay for items. Do not assume that the offer, sale, purchase, export or import of any item is valid and legal simply because it is listed on the Site.
