If you stated that the auction was only available to eBayer's in the UK then no you don't have to complete the transaction. You didn't tick the box that says you will post worldwide did you?
If you don't want to go through with the transaction contact the buyer and explain the the auction was only available to the UK and that unfortunately you won't be able to complete the transaction. You can file an 'unpaid item dispute' immediately as you will both want to mutually withdraw from the transaction.-->♥<-- Sugar Coated Owl -->♥<--

Like razorbladekisses says no one can force you to sell something if you don't want to. However bear in mind that your bidder, having been allowed to bid as your seller preferences allowed it, will remain eligible to leave you feedback. If you go for a mutual 'NPB' and the buyer claims that he does want the item, then you also won't get back your Final value fees either.
For future reference set your overall seller preferences to exclude bidders from countries you do not ship to. Then make sure you set your auction up for UK only, and leave no worldwide boxes or worldwide p and p 'open'. That will stop this happening again.

The other thing why not sell overseas? You just need to pop overseas P+P cost in. Long term it will mean your auctions sell for more.
Personally I normally sell to Europe, my caveat though is if items go over 2kg in weight it can become very expensive to post. But don't exclude overseas buyers out of hand.0
