Can anyone except BT reconnect a phone line?

My girlfriend and I just bought our first house and move in on Sunday. However, when I rang BT to transfer the line rental to the new house they advised that the line is disconnected and it will be £124.99 to reconnect it.
I know there are many many other companies that offer line rental but I know that some of them, if not all, require an active BT line in order to offer line rental.
So my question basically is do I have any options other than just to fork out £125.99 to BT to reconnect? I know they have a connection offer of £29.99 if you take a 18 month contract but this requires taking a BT talk package and making 10 chargeable calls per month which I can't do because my call package is with Sky because it means I get cheaper Broadband.
Any help/suggestions would be appreciated.

Talk talk is a great service provider i hate sky as they rip you off and try and hook you into a tv deal0

* I now Sky Talk is no longer, technically, a CPS offering because it uses BTW's WCLI package, but the comment still applies.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0 -
There aren't many... your best best would be the Post Office, if I recall corrrectly they're about £25 cheaper and have a one month contract.0

Post Office Homephone dont allow you to place your calls with another supplier. Nor does anyone else other then BT come to that.:D0 -
Would it help if you offered to buy services from BT eg a phone package contract/ Broadband ??Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..0
