Any ideas for staircase problem?

Hello
We're considering buying a property that has converted the garage into a downstairs room, with a bedroom/living space in the eaves. The current owners haven't installed a stair case to the living space, they use a ladder.
I was researching stair cases and found building regulations specify a min clearance of 2000mm between stairs/ceiling (1900mm for loft conversions). Unfortunately the height of the bedroom/living space ranges from 1200-1285mm.
This would seem to rule out all staircases. I'd like to use the space, and not mad on the thought of continuing with the ladder, but guess it's miles cheaper than raising the roof/lowering the floor.
Any creative ideas, have you ever had something similar?

Have you checked that the conversion had planning permission? I can't see it being accepted with only a ladder going to the upstairs.0

Is this correct? if so its not a room you can call a room but just some storage unless of course you are a dwarf.0 -

That is why the temporary ladder is there.
