Advice please

A friend of mine recently got married. They hired a limo to take them from their house to the church, however it didn't turn up. They didn't call to explain why or arrange another way to get them to the church.

They are refusing reimbursement and any contact with my friends.

What's the best cause of action?

    On what grounds are they refusing to refund?
    On the face of it your friends are entitled to a refund unless there are circumstances you're not telling us.

    Course of action is to send a recorded signed for letter to the registered business address, warning them you will take action unless they refund within a reasonable period of time (14 days?), if they fail then claim via small claims court, you can file a case online.
