All working now, using the program from above link from Benway, and the syntax also as per the above thread.
The first time you run the command (on DOS prompt) it makes a local mirror of the site; on the 2nd it ignores any files that are not newer (and produced a log to show what it did). So I am not redownloading old stuff and paying the extra data transfer costs (as this is on a meter with my Hosting Co).
