Hello,
I am looking at buying a new build, but I wanted to know what the rules were about making "offers". Is it the done thing to make an offer under the asking price, or do you always offer the asking price?

There are no rules. You should never just accept the price they give you. Make them an offer and see how it goes. They may accept a lopwer offer and if they do get it in writing that this includes everything the full price gives ie carpets, tiling etc etc as somnetimes they just lower the price but give you less.Middlers0

They make it harder for you to haggle if your doing a part ex, but you should still go for it. we did a part ex and we got the same 5% "deposit paid" reduction as people who weren't part exing.
Bear in mind as well as the price you can also haggle with all the extras, carpeting, garden fencing, lawn, tilling etc (which can come to a few thousand).
I think they tend to favour throwing things in for free rather than dropping the price, as then its not as transparent the the person next door got a better deal. You can also play with the figure they will give you for your place.0 -
