Ok, you are probably alright then.
You did not mention you were sending money for a purchase in the first post, you just said you were sending your partner some money, hence the confusion.
If you are purchasing something then I would guess it's classed as a purchase, but the seller does face charges.0 -

i am not actually purchasing anything, but when sending money via paypal, you have the option to select the reason for the transfer, one of the options is purchase of goods or services.

I was distracted by the first part of post 3, which is definitely incorrect.
It's not only cash at an ATM that counts as cash.
But, hey, we got there in the end :-)
You do have to be careful with this stuff and check up front (as you have done) as lots of people get caught out by thinks that they would not naturally assume would be classed as cash (like betting sites).0 -
I don't know what's classed as a purchase and what isn't (I'd be wary of listening to the advice of the bank's phone operators, by the way - there are a lot of intricacies with stuff like this and they often don't know the full picture), but IIRC, transfers from a business/premier PayPal account to a personal PayPal account are free of charge. You might want to double check, though.0

If paypal get wind that this is what you are up to, they will block your account and the other person's. This is against Paypal's T&Cs.
If you are sending money to someone you should be using the personal option, not purchase. Also note.
For personal payments, choosing to pay by credit or debit card will incur a fee. To check the fees, click the Fees link at the bottom of any PayPal page.

Yes it is a loop hole in a way, however I would just like to point out that you will most likely flag up on money laundering reports operated by Pay pal internally.
So it's just a way of putting yourself on their radar!0 -
