Boundry fence replacement

I have just received a plan of conveyance from land registry which confirms who has right of way at rear of my property.
One of the boundry fences has been taken down by who we do not know, due to this there are a number of kids taking short cuts and teasing mine a next doors dogs people dumping rubbish. We want to replace the fence but not sure if we can just go ahead and do it. I have spoken to the council who have also confirmed that it is a private right of way ie Only 4 house all of which wish to have the fence replaced.
Just wanted to check as didn't want to get trouble. The fence in question is between garages and the rear of our houses, the garages are nothing to do with us.

generally speaking you dont need any permission to erect a fence around your property line. or to plant vegetation/trees.
the general rule is 2m fencing is ok around the sides and rear of your property.
(if not on a highway).
the front is different, ie 1m high.
ps
some house deed covenents forbid any fences at the front or sides/rear.
there are other special rules on national park areas etc...Get some gorm.0
