Long winded house purchase

Hi,
Here is a question I hope somebody could help with. Myself and my other half are first time buyers and made an offer on a house which was accepted mid Jan. Now nearly 3 months on the couple who live in the property are still looking for somewhere to live which is driving us crazy. They are not willing to rent, though according to their solicitors and the estate agent the property and location they require is just not available at the moment. How long should we wait? and if they suddenly decide not to sell are we within any rights to somehow try and claim the £750 of surveys and fees back from them?

Drop your offer by £2500 if they do not complete whatever stage they are stalling on within 14 days. Drop your offer again after a month.

Until you exchange, they are under no obligation to sell you the house, so they can drop out at any stage without paying you any compensation (unless this has changed in the 4 years since it happened to me).
A colleague of mine was in this position and struck a deal with the sellers whereby the amount they would ultimately pay for the house reduced by the amount they (the buyers) were paying in rent for each month the sale was delayed beyond 'normal' timescales (I think in practise this was after 3 months). I think it took them 6 months to complete in total.
