How can I keep my rented accomodation warm? Please help me

Hello
Now that the weather has turned a bit chilly Im reminded of how cold it was last winter in my flat and I really dont think I can bear another winter in this flat. I was wondering if anyone could give me advice on how to improve the insulation.
I live in rented accomodation and so can't do anything drastic to the appartment. Have to ask landlords permission before putting fixtures/pictures on the wall etc.
Ok heres a bit about my flat:
-I live in a 1 bedroom 2nd floor flat in a large apartment building
-There is a two storey car park below me
-Big livingroom with a kitchenette adjoined (yet even after using the oven it makes the difference to the temperature)
-I can feel a big draught near the windows.
-I only have electricity no gas.
-There is an electric heater stuck on the wall just below the window. If switched on I can see the curtains flutter as the heat bypasses me and goes straight out of the window.
-I have bought 2 oil filled heaters, but they dont seem to make much of a difference.
-My front door isnt really a front door more like a door that you would find in university halls. There is a 2cm gap on all doors.
I thought rugs might make a small difference. Is the brush door draught excluders better than the material ones?
Father-in-law was saying something about a removable seal that you can put on the window to seal them shut in winter and then you can take it off in summer. Not sure if it can be bought in this country or whether its such a good idea.

Hi,
You can buy like a cling film type plastic to put on your existing windows. It acts like double glazing. We used it a couple of years ago before we double glazed our house. Think we got it in B&Q and wasn't too expensive. It just peels off when you're done with it so shouldn't need to ask the landlord!
How about those long sausage dogs you can get to put infront of the door? Might be easier as you have to screw the brush ones on i think

You can get sticky backed foam insulation that will fill the gaps round the doors. It should peel off when you leave. I used it on my back door before I got it replaced, and it does work.
How about thick curtains? Maybe something like velvet would keep the heat in and stop it going out the window. Or a roller blind fitted in the window recess that keeps the heat in. Here's one as an example:
