Can I rent a flat to my son if he is claiming jobseekers and housing benefit?

Yes, if its a property that you don't share with him and its let on a fully commercial basis and isn't contrived to take advantage of the housing benefit system (for example, you charge him rent when he works but not when he doesn't). Google 'contrived tenancy' and read up on the Shelter website about Housing Benefit for relatives.0
