Paying for Social Care

My husband is disabled and I am his full time carer. Apart from severe mobility priblems he also suffers from dementia and is unable to live on his own. I am not working; I receive Carer's Allowance. He gets Attendance Allowance and we live from the pension he gets from Germany. We also have two children, both in Univesrity in the UK; not living at home.
For the past two months a carer has been coming in to help in the mornings and it is perfect bliss! However, it is going to be a struggle to pay the amount they think we should pay after the assessment.
We have no savings and not even a car anymore, after the last car we had broke down in November.
I am wondering if the following can be taken into account in the financial assessment:
- the fact that he has three dependents (me and the two children; they do get the full Maintenance loans and grants, but they also both get £150 from us, which is money we get as their German child benefit.
- I just received a huge bill from the firm that manages our leasehold property, for £7225! This is for urgent roof repairs as well as redocrating and other maintenance work. I paid £4665 of this last year, but the bill has been increased. Even the amount I paid had to be borrowed.
- We desperately need to move house. We live in a split level flat on the third floor. His bedroom and the bathroom are on separate floors and he sometimes takes the whole day on the toilet; wse need two toilets. Last Sunday he pooed on the bedroom carpet because he couldn't get to the toilet on time. I want to move to near where my son lives, so he can help with the care, give me some time off, we can share a car, etc. MI would then rent this flat. But moving home will require at least £2000 as a deposit, plus I need to replace carpets and do other repairs before I can rent.
If these situations are not taken ito account we simply cannot afford social care. I was trying to save up for moving home but that is all out the window now.
I've read the advice pages on their social care website onhow the finances are assessed and it seems to take absolutely no consideration of special circumstances.
It has been so wonderful, getting the help and we have such a lovely carer; I just can'yt imagine going back to the way things were before.
