Mouse not working. Help please

I have been given a computer
A Dell Plll
The PS/2 mouse was not working so I tried a P&P USB mouse instead.
No luck there.
I went into control panel/system/add new hardware and tried to get it to detect it. No luck there.
I tried to install drivers and followed the onscreen request for my WIN 98 SE disc and it didnt pick anything up.
I tried a manual search choosing differend driver files
It seems the WIN 98 install disc is useless. It never picks up the right drivers, even for other items such as soundcards, graphics cards, etc.
Can anyone advise how I can install the mouse?
What am I doing wrong?
It cant be the PS/2 port because it wont take USB either
Its not the mouse because I tried others that I know are working

Have you checked that the mouse is compatible with windows 98? It might be its specific drivers are not compatible.
You say you were given the PC-did the person giving it to you state that it was in a decent working order? P3's are quite old now.Out of my mind. Back in 5 minutes.0 -

Yes she said it was working fine.
I can see that for myself since I have done everything so far via the tab and pointer keys

Open msconfig, go to the boot.ini tab and check /safeboot then restart.

To restart W98 in safe mode. Restart your computer and keep hitting the ctrl key before windows loads. You'll get a new start up menu......
