I received INCAPACITY ASSESSMENT LETTER - may be of interest

I received a letter a couple of days ago from jobcentreplus - I have never received anything like this before. I suspect it is something to do with IB changing to ESA (although they didn't change my IB to ESA, and was put on IS a long time ago and any IB I was entitled to was included) and everyone now are being 'assessed'! Even if you are on DLA.

The letter I received:
YOUR INCAPACITY ASSESSMENT
To continue to receive payments of benefit, or to be awarded National Insurance (NI) credits, you must meet a threshold of incapacity under the Personal Capability Assessment.

The assessment applies to people getting
.Incapacity Benefit
.Severe Disablement Allowance
.Income Support because they are sick
.Housing Benefit because they are sick
.Council Tax Benefit because they are sick, or
.people who send us medical certificates for the award of NI credits

People who get the highest rate care component of Disability Living Allowance are treated as meeting the threshold of incapacity.

Because you are getting the highest rate care component of Disability Living Allowance, you can be treated as meeting the threshold of incapacity.

This means that we will carry on paying you benefit or awarding you NI credits for as long as you continue to satisfy the conditions for getting benefit or credits.

MEDICAL CERTIFICATES
You do not have to send any more medical certificates from your doctor. Medical certificates are also called sick notes or doctor's statements.

We have sent a letter to your doctor to explain this. You do not need to see your doctor about that letter.

It looks as though everyone will be ASSESSED FOR INCAPACITY unless you are receiving HIGHEST RATE CARE COMPONENT OF DLA! They are sending letters on to your GP.

I thought some may find this helpful. This was something I wasn't aware of.

    The form IB72? you have recieved from JCP is in connection with your IB PCA assessment. It's nothing to do with the IB>ESA migration which starts fully in Feb 2011.

    This form is sent out when someone passess the PCA medical(or is treated as) - in your case because you are exempt from it whilst DLAHRCC is in payment. A form IB74? is sent to your GP to say that s/he doesn't need to issue any sick notes to you.

    From Feb 2011>Apr 2014, all those on IB/IS/SDA will have the ESA medical, called WCA, applied to them. You will only transfer to ESA if you score the 15 points required.

    Also, to make you aware, claiming DLAHRCC is not an exemption for the WCA, unlike PCA.

    Can you tell me what WCA and PCA is - what do the letters stand for as I've never come across these abbreviations?

    I understand that people that have applied for ESA since IB changed go through a medical and that it is on point system to qualify. When do they get around to changing people that were and are on IB or put on IS because of illness to ESA?

    IB72 could be the number that is on the letter.

    WCA = Work Capability Assessment.

    PCA = Personal Capability Assessment.

    They plan to transfer everyone over between the dates stazi has quoted above.

    Thank you healy, it looks as though they have an even more complicated system in place with this ESA! I'm not surprised when I read so many stories about the difficulties and bad decisions that are and have been made.

    About a week or so ago there was an item about ESA on the news showing people who were clearly unfit for work being told they were - they even accepted that bad decisions had been made and that they had made mistakes in many cases!
