Is this because Ive applied for tax credits?

Sorry to re post this but I would be grateful of any advice
Last Monday I took up a pt cleaning job 16 hours per wk , as i have been unable to secure a post in sales management for nearly a year.
Job Centre plus promised me 4 weeks run on of council tax and housing benefit. Unfortunately a letter arrives today to inform me that I do not qualify for this benefit. I am at my wits end cause I explained to the advisor that I am still paying back arrears caused by this sort of mix up a year ago and she assured me that this run on would help me in the first few weeks of starting work. Please help why have i been refused this and what else can i do short of leaving this post before the arrears mount up. I am awaiting confirmation of ( according to the benefits office ) Tax credits of £35 pw due to the fact that my partner is over 60.
