Repainting metal window and door frames

there is chipping paint on the window frames and some black stuff. looks like there is more than one layer of paint on both.

I have sanded it down and am going to wash it down with sugar soap. would this be the right course of action?

    yes. if you sanded down to bare metal you will need a primer first.
    Get some gorm.

    I have not sanded down to the metal but probably did the top coat. Does it matter? can i just paint some gloss paint on it after this

    yes. get the gloss on now, it should be ok.
