I live in a flat which hasn't got a phone line (you know the box) I heard its very expensive to have one so refuse to pay that. Anyway I want virgin media only the TV is it possible to get it without having a phone line, I don't want to ring them as it costs loads on my phone to call them.

You can have VM TV services if you are in a cable area. It's not necessary to take the VM phone service. No free lunch, and no free laptop

The phone line is installed at the same time as the TV line as the drop cable has them joined together.VM's broadband also comes over the TV line & not the phone line.
As you say you live in a flat,if you are upstairs, you'll need to find out if the person below you own's their flat.If they do,you'll need to obtain a 'Wayleave Permission' off them in order to allow the installers to lay the cable across her property.
