points and returning of licence?

Hi my friend has been caught speeding and recieved a fine and some points for her licence....she duly sent off licence for endorsement but has only recieved back the paper bit not the photo id part...surely she should have recieved the whole thing together? if anyone can shed any light on this we would appreciate it thanks x

Did not think you sent off the photo part. Need to contact them ASAP.
