If you are told you get a full refund should the booking fee be excluded?

I bought some tickets for an Arsenal game recently, but due to unforseen cicumstances I could not attend. Anyway I read on their charter that I get a full refund.

1.4 To obtain a refund for home match tickets supporters will need to send a letter to the Box Office, stating their membership numbers and details of how the tickets were purchased. The letter should arrive no later than 72 hours prior to a fixture in order to obtain a full refund.
Anyway, they have refunded the ticket price but not the booking fee. The booking fee isn't particularly large (£1.65), but if they say they give a full refund shouldn't this include the booking fee? I have checked the t & c, and there is no mention of the booking fee been excluded from the refund. google "arsenal eticketing termsandconditions"
In fact, after much correspondence I did get the booking fee refunded for a postponed game earlier this season but they are telling me they won't refund me this time.
Is this right?

I would not expect a refund of the booking fee, because they did process the booking (and the refund). I would expect a full refund of the cost of the ticket.Gone ... or have I?0

They probably refunded you the booking fee last time because the game was postponed and you weren't to blame for that. I go with dmg24 on this, the booking fee is charged at the time of booking, I assume for servicing your booking and sending out tickets. As this service has been carried out it wouldn't be refundable (that's how I see it anyway)!0
