Probably something that came with the compost. Last years compost is prone to things laying eggs in it, unless you seal it properly.
How big was the maggot, small and wriggly, or a big meaty chafer grub type thing.
Small and wriggly probably just means small flies, a chafer grub will eat the roots of seedlings and kill them.
Maybe sieve the compost you are using if you have a feeling the nasties could be lurking in the compost bag.0 -
Not sure but maybe its this

Look for pests on the tomato plants. Fruitworms are light green or pink to brown, nearly black caterpillars that are best controlled with pheromones or black-light traps. Armyworms have green bodies with dark lateral stripes and can cause serious defoliation. Armyworms often require the use of pesticides. Leaf miner maggots are also tomato pests that require pesticide removal.0 -

You can't be squeamish if you are growing food plants! There are all sorts of bugs that you may have to deal with.
If you are not being organic, just get a general pesticide and spray the H3LL out of them!Trust me - I'm NOT a doctor!0
