Bissell carpet washer heater

I've just replaced the heater but I'm not sure if it's working.
The light at the front is on but the carpet does not feel warm after use. Any ideas on how I can tell if it's working or not?
Also the 'perfect pass' lights don't work any more. Does anyone know why this might be.
