Advice Needed on Radiator Valve Leak

Hi all,
Was starting my DIY today and was about to start to try and remove the radiator which is due to be taken to a local paint removes next week and was turning the valve to close it shut as its always been left on by the other tenent and water started to come out the top of the valve where the rod thing go;s into it that turns. Does anyone know how easy this is to replace on our system or do you think i should contact our council who is our land lord.
