The temperature is rising. This is a simple problem. The Op has informed the HB people of a change of circumstances. They have not acted upon this. They continued to send HB to the landlord who has accepted it in honesty. The Op had no idea whatsoever that the money was being paid.

As I see it, the rules on official error apply. Regardless of any moral obligation, the OP has done all that can and all that she is legally obliged to do.

The Op has indicated that she will apply for a review on these grounds.

Let us wait and see the outcome of this.
