Planning App and Car Parking

Hi all,
Background:-
Traditional Semi with drive at the side leading to garage in back garden.
I am about to submit planning app to create side and rear extension (and 1 extra bedroom on top) which then removes vehicle access to the garage. I am keeping an 800mm wide path though to keep back garden access unlike most of my neighbours have done.
I have never driven a car down the side of the house, it is about bang on 2400 brick wall to fence so is incredibly tight for modern cars, especially our C8 MPV, and the garage has never been used as anything other than a store.
I have 2 cars, one parked on the drive at the front, 1 parked on street, its a quiet cul-de-sac with no parking issues.
Q. What do I answer to the "Will existing car parking be affected by the proposed changes" on the planning app form.
I see most decisions where a bedroom is added then want an extra parking space creating, the only way I could do this is to remove the front garden and create 1 more parking space. I'd much rather avoid this.
You could argue by removing the side access I take away 2 parking spaces and 1 garage space, I would argue back that these are unsuitable as parking spaces and I therefore never count them as such, hence the parking situation is unchanged.
Has anyone had much experience in this area?
P.S. I am doing the plans myself to save money :-)

We are having an extension done on our house, which will create an extra bedroom - making it 4 bedrooms. Apparently you have to have 2 1/2 parking spaces if you have 4 bedrooms. In our case - that is 1/2 on the road, 1 on the driveway and one in the garage.
You probably need to answer yes on your form because you will be removing one parking space by taking away access to your garage. If you are not sure, then ring up the council and ask an informal query about it. We did and it didn't cost anything, and they advised us how to amend our application so it was more likely to get through0
