perhaps 'abuse' was the wrong word.. but i have had EO's contact me due to vengeful tenants contacting them - sometimes with no problem other than condensation caused by their own lifestyle - sometimes with no issues AT ALL - thus wasting EL and my time...
They are fair arbiters in such situations though....

From what I can see, many mortgages are cheaper than the rent. Many landlords make a fair amount of money out of it.
People need to save a deposit though, and needs somewhere to live while they do. And there are people who don't want to/can't buy, like students, people who keep moving etc.0 -

What about protection of landlords from idiotic tenants like the OP...
Is everyone forgetting here that if the rules are made too hard, the rents will increase to get a 'deposit' through other means...
If you want to pay 40-50% more a month go ahead press for your changes, after all if every landlord joins together and makes this raise happen you are stuck - you haven't got a house of your own, and you probably can't afford the rent hike.

I've been on both sides of the fence and understand why the OP feels the need for stronger legislation as some LL do behave poorly and tenants don't take action for a large number of reasons, including fear of repercussion, not wanting the additional stress of enforcing rights, lack of knowledge, fear of additional cost etc.
I know of one LL who flouts laws - specifically relating to gas safety yet he continues to add to his portfolio and LA turn a blind eye to it (as they aren't managing agents). Sure, in the long term he won't flourish but in the period that he's in business he will make his tenants life a nightmare.
Legisation is there to protect tenants but I doubt it is used often - there are regular examples of LL behaving unlawfully on this site (if we can believe everything we read on here!) but generally most tenants won't resort to the law. Whilst being a LL myself I also had the example of the nightmare tenant, I did however find that I had suffcient powers to resolve the situation, eventually, and as in any business I was able to write it off as a bad customer experience and move on. Like any other business I'm not guaranteed a profit, I just hope that if I run it well enough I will.
We tend to have star ratings/reviews/kpi's for nearly everything else in our lives so why can't we find ways to determine who the good LLs are? I for one would be happy to have additional scrunity. A home is such a fundamental need for people and affects all aspects of their life so why shouldn't tenants feel confidant that their LLs aspire to offer a good service.0 -
Let's have some reciprocity here. If the enforcement of repairs by lazy landlords is made stronger by legislation, then the eviction of tenants for arrears should be swifter.
For example, if landlords are obliged to fix all repairs reported in writing within 1 week of receipt, then change the law to permit a landlord to evict a tenant within 1 week of non-payment of rent instead of the laborious S8 procedure which can take 3 months.
Capping Letting Agent fees to tenants, however bitterly resented they are, is just normal business practice, basic supply and demand feature of capitalism and it is a fantasy to demand that they are capped. The tenant that resents the fact that the service they get doesn't represent the amount of cost and effort expended on it will merrily pay £3 for a coffee in Starbucks that takes 2 minutes to make and costs the company 50 pence.0 -

Scotland has a registration scheme, although it retrospectively takes action against landlords who are reported for not being registered, rather than requiring upfront proof before a landlord is allowed to let.0
