Code of Conduct for DLA Tribunal Panel Members

Hi Folks,
I'm working my further letter of complaint to the Tribunals Service (I'm not appealing to the Upper Tribunal, but I am making a complaint about misconduct in the initial appeal). I was trying, though, to get hold of a 'Code of Conduct' or equivalent, which outlines how the members of the panel are expected to behave and operate within the Tribunal.
I phoned the Customer Services Manager of the local Tribunals Service office, but she says she's not aware of anything (she seemed quite cross that I was asking!). I find that really hard to believe though - surely every public service job has a basic code of conduct, or statement of standards? There must be basic standards of acceptable behaviour, surely? Otherwise how are we supposed to ground our complaints?
Is anyone aware of anything, or where I might look for information?
Ta.

It is known as the "upper tier tribunal".
There have never been "DWP commisioners". There were "Social Security Commisioners" but a person now appeals to the "upper tier tribunal"

You can complain about the conduct of panel members at the first tier without making an appeal.0 -
Just got a reply on another forum. The information is here:
