Shower losing temperature/pressure!

We had similar problems a couple of years ago. But only at peak times.
Turned out that there is a water pumping station at the top of the road. We normally get water from one side of town. At peak times a valve opens and supplements from another source.
Something had gone wrong and the valve was switching the wrong way. There wasn't enough pressure for the shower.0
