As long as the window company is FENSA registered, you won't have to worry about building regs. It may take a bit of time for your certificate to come through, but this will already be included in the price of the windows. If you apply to your local council building approval. You would have to pay around £100 to £150 depending on your local council for them to come around and issue you the certificate.
