Company dragging heels over refund

Wondered if anybody has an idea what my next course of action should be ...
About 2 months ago now, we ordered a new PC to be built and a nice new screen to go with it. I looked for reviews on this company first and all that I could find sounded fine. Paid for premium delivery (delivered within 4 days).
Anyway, it appears this company are not very good at communication, heard nothing to say which day it was coming (as we work it would have been nice to know) so I phoned them ... "oh, yes, it's being delivered tomorrow" OK great. PC arrives but no screen. Open my emails and there's one from them saying it'll only be a part order delivered, the screen will follow. So we waited a few days, then I phoned them as we'd heard nothing more. "Oh, very sorry, we don't know when more stock will arrive from our suppliers, should be any day now though" So we wait a bit longer and ring again. "No, it looks like we can't get you the 22" Asus, will you accept another one?" DH is fed up by this time and says ask them to refund us and we'll go somewhere else to buy it as he really wanted this particular one. They say, no problem, we'll do a refund to your bank account (as I paid by debit card) right away.
That was 2 weeks ago now. I have phoned several times and they keep fobbing me off saying things like, it takes a few days to go through or we wait until we've got a pile of refunds and do them all in one go!! Then a week ago, a chap from the company actually phones me to say, "I'm doing your refund now as we speak"... great. Only it still hasn't appeared in my account, what can I do?, I'm sick of phoning them and rather cross that they appear to be taking the 'michael'!
