Lambeth Council parking ticket scam - help

Hi, don't know if this is the right place to post this, but about a month ago I parked near Waterloo (Exton Street) to meet a mate for a drink and a meal. I parked in a residents bay that was restriction-free after 6.30. I was parked right next to the sign and both myself and passenger double checked it to make sure we were legally parked (now 6.45 pm). In fact, my passenger was going through his change just in case we had to pay and display.
Had a drink, went for a meal, came back at about 10.15 to find both ends of the street "closed" to traffic as work was going on on Waterloo Road. Then saw a ticket on my windscreen and a "parking suspended" notice now mysteriously attached to the same sign I am parked next to. It wasn't there three hours earlier. Also noticed three other cars in the street have tickets, but those with a resident's parking permit don't.
I informally appeal to the council, who reject it with what appears to be a form letter, saying that "residents are clearly advised" that from time to time bays will need to be suspended. If that's the case, why didn't all the cars have tickets????
I'm torn between just coughing up the 60 quid and risking the full 120 pounds to go all the way on appeal. The thing is I only have my word, and that of my passenger's to prove I was right. I don't have any photos or other proof. It does seem to be a bit of a scam - I mean, if the bay was suspended, why would I park there, and why didn't everyone get a ticket?
Any advice would be most welcome.
