case dispute but buyer took a month to act. confused?

Hi all,
I sold a PC item a while ago and just before the 45 days were up where the buyer could open a case dispute he told me that he had just looked at it and it was faulty.
It wasnt when I sent it but I offered to refund in full when the item was sent back to me.
It has now been 4 weeks since I offered that refund and have just this morning had the item back. I thought he had to send it back within 7 days?
So basically Im asking what are my options. Can I send it back to him saying you are too late and refuse to refund? Or should I just give the refund and take it on the chin?
Im just so annoyed that he has messed me around for 2 months.

If it works then I would feel a responsibility to refund but that's just honest old me....I am a cow so cannot speak Bullshine but I do recognise its smell when I come upon it.0 -

yes it is the same item and yes it was sent recorded so cant fault the buyer there.
but the issues he points out as to why he returned it is false. he says it has dented pins but it doesnt. it is actually in perfect condition.
Im just annoyed that he has taken so long to respond.
Ive just had a look on ebay to see if I can see any info and it sayd that the buyer should respons back to the case within 15 days or ebay will close the case. Well its been 31 days since he opened the case and I responded to it that same day to say i would offer a refund. Why then has it taken him 31 days to return it to me? and why has ebay not closed the case after the 15 days were up?:j0 -
I missed the "smiley/winky" in the comments about the receipt of the item. Personally, I feel that any buyer who attempts to palm off a duff item deserves to get had, so if the item was a swapsy and supplied no proof of delivery then VENGEANCE IS MINE!
My only other thought is that it probably depends on how you feel about getting a possible neg. I have no idea why the buyer took so long to raise an issue but I have bought things and then only looked at them weeks later. Fair enough he may not have looked at the item til weeks after receiving it and then filed a dispute, I can understand that. But then I respond to dispute hours after he opens it to say I will give a full refund when he returns item.
How then does it take him 31 days to return it?
I know for a fact that he has been using it too as he has put hes own brackets on it.
It just annoys me so much that he can mess me around like this but I have to refund him within 3 days of receiving the item. Why cant I make him wait a month just like he did me?
It puts me off using ebay as it always seems to be no matter what the seller does it is never right and ebay/paypal always side with the buyer.

Ensure that you open it up and check the insides haven't been stripped.
Then reformat the harddrive to make sure the harddrive hasn't been loaded with viruses, key loggers and god knows what else.0 -
I'd hold fire with the refund until you're 100% sure nothing has been tampered with! If he took so long to return it, then I'm sure he won't mind waiting for the refund!Should've = Should HAVE (not 'of')

As he has added brackets surely its not in the condition it was sent in?
How many days since he bought it? He might be out of time to leave feedback its within 60 days or you have lost the ability now i think0
