item returned but no refund

A few weeks ago i purchased a bike part from a breakers in scotland. The took ages to arrive but when they did it was for the wrong bike. This was the breakers fault not mine. I contacted them the same day and told them they had sent the incorrect part, could they send me the right one. He replied telling me they were sorry, but didn't have the correct ones in. I was advised to return them for a full refund including postage.
I sent them straight back, obtaining a proof of postage ( i know now i should have sent the signed for, but hindsight is a wonderful thing).
It has now been over two weeks and they say that they have never received them. The parts came to £60.00 + return postage of £7.50. i paid via Paypal, but i opened a dispute on this item for "item not received" which was closed once i had recieved them, unfortunatly it can't be re opened, for goods not as described.
The strange thing is i have today gone on a part search looking again for this paticular part (carbs) and low and behold despite being a fairly rare part ( as the bike is very old) this breaker has one ready to dispatch. Am i just being suspicious or is there anything i can do?
