Ian williams builders worst company ever!!

They were sent out from Birmingham to put up a handrail due to my disability and put it up too high and used my vacuum cleaner which they broke.
They then sent a supervisor a few days later who turned up 3 hours late, said it was dangerous, undid the screws and left it over the weekend.... (Pictures of their awful work are available!)
The following week the Manager (name & number available) asked me if he could come over to look at it and was very apologetic and promised to send another workman over and lower it and because it would damage my wallpaper and walls by leaving huge holes, he promised to get their decorator over to make it like new!
He also told me to go buy another vacuum after I showed him the broken one and he would refund me.........
Now after 2 weeks of me trying to get hold of him as he never bothered to call, I got hold of the MD's PA in Bristol HQ who promised to get someone to call.
When she didn't bother calling I had to call her back and she told me me the Manager in Birmingham is now saying my Housing Association told them not to contact me again!!!! Oh good of them to inform me whilst I have been waiting 2 weeks for them to begin work!! Or finish the job they started!
What the hell has it to do with the housing when the contractors had already offered to do the work?
The housing people are saying they never said that at all and have said it now has to go to complaints proceedure so their own staff can look into it and do nothing but ask me for more rent each year!!!
Ian Williams have said there is a letter on it's way to me....... OK so the lovely holes you made in my walls can stay there as you now back out!!
Their web site say they are committed to residents........... They also say they will not use any residents belongings and that includes having tea and coffee!!!!
Well the 2 chaps I fed and watered didn't mind obviously!!!
So now I have also had to pay for my own new vacuum cleaner to add insult to injury!
Are there any bodies governing builders companies like this as they obviously don't want to do anything and the PA won't pass anything on obviously
