Transfer house ownership question

I need some advice please, as the search has not really answered my questions.
My Mother owns a flat, and she is talking about signing it over to me.
So first question really is around how do we go about this (we are in Scotland if that changes anything) and what tax will I end up being liable for?
Secondly, are therre rules that states that Mother must remain in the property for a length of time after transfer, if so, how long?
If she signed the flat over then moved into other rented property, wuld that change the landscape?
