Registered Blind (Car Tax)

Hi,
I am Registered Blind, and pay my car tax like everybody else (My daughter drives me to the shops etc).
I have been told by the Sensory Team in my area, that I could claim if I was on the Higher Rate Mobility Care.
Unfortunately I am on the Middle Rate.
Any advice please.!!!
