Flying freehold? or not?

I own a single leasehold flat (99 years with 60 years left) above 4 lock up garages. The owner of the freehold is offering to sell me the freehold for the garages which are all leased out to other parties (99 years with 60 years left) . Can I insist he includes the flat above? If not should I buy the freehold for the garages only?

It would be dangerous and potentially affect the future mortgageability of your leasehold flat if the freehold of the whole building was not in the same ownership. You should seek to acquire the whole of the freehold and not have it split.
