I don't know that I would pay a visit unless my solicitor advises it as you could be opening a can of worms. At the moment the only thing you know is that there is a new wall and you have reported this, once you have SEEN the wall is in the wrong place you are going to have to report that and a neighbour dispute is inevitable. Several legal bods including conveyancing solicitors are regular MSE posters. Perhaps one of them will stroll by with an opinion.
But if I was the OP I would want to see with my own eyes exactly what is happening and has happened. There are so many variables - is the wall finished, does it follow the correct line, perhaps it has even enhanced the dwelling etc. A day's journey now could help to pre-empt all sorts of things.
It is likely that the "deeds" will not be accurate enough to show the boundary to within 4 inches.
