Porch and permitted development

I have looked at the planning portal for details regarding a porch on the front of my property, and am slightly confused about the area measurements. The website says 'not to exceed three square metres'. Surely this doesnt mean 3m x 3m? Thats huge for a porch! Is it more likely to be 1.73m x 1.73m =3m?? (if you want a square, obviously?) Am i having a blonde moment??
