Would appreciate some advice please...

I have a wire that was connected to the top of my house which terminates at a school behind me.
Sometime ago, the bracket which holds the wire to my chimney has come loose, so every time the wind blows it clatters across the roof causing damage.
Now, I've checked with BT and they have confirmed it's not a BT phone line, I've also checked with EDF who've confirmed it's not a power line.
I've called the council and spoken to many different people, one of which did confirm (but wouldn't do it in writing) that the wire is a redundant council radio rentals line (something that the BT engineer also said).
Now, I've had a few local builders/aerial engineers come look at it, none of which will touch it in case it's live, which is fair enough I guess!
I'm at a bit of loss as to what to do next as I can't seem to get the council to admit liability...
Any ideas of where/who/what to do next would be much appreciated.

make a bolas type device on a long length of rope. throw it and rip the cable down.
