How to stop XP installing a printer card driver?

The card is not in the machine but in a conncted HP plotter,
so it doesn't show up in the in the device manager.
It actually appears a printer.
If deleted, it simply reinstalls automatically at start up.
It's a signed driver so I can't stop it that way.
How do I disable a printer driver?
