How do I find the Owner?

Not sure if this is the right thread, but here goes.
We're currently having a problem with a neighbour who has moved into a privately rented property nearby, He very often parks either across or in the end of the back entry to our properties, this affects quite a few residents who use the backs for access to their garages.
We have asked him not to park there, on several occasions but have been met with abuse, After speaking to the council, it has been suggested we contact the property owner and inform him of the situation. So, to cut a long story short, How do we find out where the current owner now lives?
I've tried the land registry, but the owner is given at the address of the property, which is clearly not the case!
Please feel free to move to the correct thread if necessary!

Private rental or not the landlord might be registered with the local council. Just 'phone up the licencing section with the house number & postcode & ask for the landlord's details. Not law yet in England & Wales, unlike Scotland, but soon will be.

Write to the address of the property. They may have postal redirection, or an arrangement with the tenant to pop in for post.0

Errr! OP said he'd already done that!
No easy way. Ask the tenant!!?
Ultimately though the LL can't do much about his tenant's behavior except refuse to renew the contract when it expires - which means perhaps losing a tenant who pays rent regularly!
Local police. sounds like obstruction of the highway and or parking on a dropped curve or the like.0 -
so maybe if there's a mortgage they don't know he's not living there...

Well, the council highways dept have told us, that if they are parking 'across' the end of the backs (on the road) then we can apply to have a white line painted at a cost of £50, which will then become under the control of traffic wardens, however if they are parking actually in the backs (not on the road) then they have no powers to intervene!. The resident usually parks in the backs, so we have to deal with it ourselves!
I thought that maybe a word from his landlord, may make him see the error of his ways!
It seems that once again the culprit can cause all kinds of problems and get away with it.0 -

There is a bank named on the land registry, but going off the dates (1982) I expect its no longer relevent0 -
39p for a stamp says it's worth a go.
You could write to: "The property owner" at the address but there's always a chance the tenant will open it.0 -
Is it worth employing a private clamping company? I wouldnt normally suggest it but it might stop the problem and that each householder who lives on the street that uses the back entry to access their garages each have permit to place in their vehicle so that the clampers know not to clamp - any other vehicles that have no right being there can be clamped.
Also check if the car has a valid tax disc - if not report it to the DVLA.0 -
