HRP and Signing on for NI credits and working under 16 hours

Hi there
I have been unemployed for just over a year now and am due to be referred for Flexible New Deal in the coming weeks. I have been signing to get my NI credits and to get a certificate for my mortgage insurance which runs out soon.
I went for an interview yesterday and have been offered a job for between 8-12 hours a week which is less than on my Jobseekers agreement , I found the position myself.
In the event of me starting the job what happens ? It is less than the hours on my jobseekers agreement, but surely some work is better than none.
My weekly wage isnt high enough for PAYE tax and NI.
Would I need to be seeking additional work to take me over 16 hours to fulfill the JSA agreement
If I got another job to take me over 16 hours a week would I get emergency taxed on the second job ?
Or should I be completing a HRP form. Does this apply if I am working though......
Also, not sure how this would work with the Flexible New Deal scenario if I actually have a job and I continue to sign on for credits as I would be have to be available for work and the shifts change each week

You would be able to spread your tax allowance between jobs if you want - and a couple of years back you used to get full Nat insurance threshold on both jobs before paying it - I "think" it's still the same now.0

Thats great thank you. I dont think we are eligible for WTC this year as our income will be over the threshold. We dont get any payment towards rent or mortgage.
We are claiming child benefit already as we have two small kids. I cant wait to sign off once I finish with the mortgage insurance, its not been a pleasant experience in the slightest have been made to feel like the lowest of the low0
