What band is she in?

within the band you are in a list.

I'm band 2, but the last few weeks I've bid on properties and have been 4th, still no bid win for me yet.

This week 21 properties, only one suitable for me 4th in bid. yet about 18 others there are none above me for bid i.e. if i bid i would get, but not good as stairs are involved.

Yes, you are in a list in the band itself too, based on the date you joined the list (your "priority date").

As she has been waiting for two years now chances are she will be among the highest placed people in her band. For example if she is Band C with a priority date of 2008 she will beat other bidders in the same band with more recent priority dates, but will be beaten in the bidding by a Band B with a 2010 priority date.

I understand her wanting to hold out for a more secure tenancy than private rentals but I reckon it could be at least another year if she is currently in the top 10 - she might get lucky though!
