For me the only reason to have one is to stop rats burrowing into the composter.
I use cheap fine steel mesh stuff from a local DIY shed to do the same job.0 -

You sometimes get offers, it's worth keeping your eyes open.
Try freecycle for someone giving up composting.

Water companies also sometimes provide them subsided, at least mine does with water butts
I got one a few weeks back for MIL from Tesco's for £20 for a bin
My compsoter is just on flag stones, I shove worms in too to speed things up along with some powder stuff which speeds up compost0
