Which of these teams has the worst World Cup finals record in penalty shoot outs?
a) Scotland
b) England
c) Holland

The sources HERE & HERE suggest that England has the worst World Cup record with regards to penalties but this is in general and does not relate to the "finals". I know absolutely nothing about football so any help would be appreciated.

To date, 20 World Cup finals matches have ended with a penalty shoot-out. Germany / West Germany have won all four of their shoot-outs, more than any other team.
Italy and England have lost more shoot-outs than any other nation - three apiece, although Italy did win their fourth shoot-out in the 2006 World Cup final.
England have yet to win a finals shoot-out, scoring seven penalties and missing seven in their three shoot-out defeats.
