Incapacity benefit affecting Housing benefit?

Iam currently on Incapacity benefit after going back on to it under the linking rules. I currently get the short term higher rate which in turn affects my housing/Council tax entitlement as I'm getting more than the law says I need to live on.
I was told by Housing benefit that my full reward would be reinstated when I go on to the longterm rate in June.
Iam a bit confused about this as I thought that Incapacity Benefit is classed as income with regards to Housing benefit?

    incapacity benefit is taken in as income yeh, but long term incapacity benefit triggers a premium for HB.

    so whereas a single person on short term would have their incap taken off the personal allowance (applicable amount) of £65.45 & therefore not receive full HB cos its higher,

    on the long term, its taken off £65.45 + £28 disability premium = £93.45 (applicable amount)
    long term incap is £91.40 and therefore under the applicable amount & so full HB.
