Exterior painting - stabiliser and mould

Hi,
Just wondering if stabilising solution should be applied as a matter of course before painting stucco walls and also whether mould treatment is a good preventative thing or just required if necessary?
Had a couple of quotes which varied in the work prescribed.

stabilising solution only required when surface is powdery.
I only ever wash down with fungicidal wash when the surface has 'growth' on it.
